This is primarily a spiritual assault. The ultimate goal is not to kill and maim but to damn -- and the thing is, no one else can damn you. You have to do it yourself. To reach their goal, then, the demons have to stop short of actual compulsion. They're not going to shoot you; they're just going to gather outside your window and chant, "Jump! Jump! Jump!"
An absolute peck mandate would simply make it illegal not to be whatever the latest definition of "fully pecked" is, and those who did not comply would be arrested, wrestled to the ground, and pecked by force. While they might try this on a very limited scale, pour encourager les autres, it can't be their overall strategy. It will play the same limited role that rape plays in the overall agenda of sexual corruption. Rape (especially of children) is obviously one of the satanic tools in the sexual revolutionary's toolbox, but it's just as obvious that "everybody gets raped" is not the ultimate goal.
Whatever you do, do not fall into the trap of getting pecked voluntarily because you anticipate being forced to do so later. Remember the words of Christ: "Take therefore no thought for the morrow: for the morrow shall take thought for the things of itself. Sufficient unto the day is the evil thereof."
And if you've already been pecked, repent and go no further. Only a miracle (and I certainly do not discount miracles!) will remove the poison from your body, but your spirit can be cleansed in the blink of an eye if you will only repent.

I agree. The goal is apparently to induce such despair that any resistors will give-up and get with the program ("might as well, sooner or later I will have to anyway, get it over and done with...") which means that the big stick threats won't ever need to be implemented everywhere; and those who voluntarily comply against conscience and from supposed-expediency will be corrupted (and will probably double-down instead of repenting - as is usual)
On the other hand, I think that They have already gone too far and too fast with this, and thereby 'awoken' some people to Their evil, who probably would not otherwise have noticed.
This may mean that the long term strategists (Ahrimanic demons) are significantly losing control to the short-term sadists (Sorathic) who simply want to inflict misery on as many people as possible, as soon as possible.
Or there may be some reason (which I do not know) why this peck program is time-limited - and must be completed very soon; after which is will become impossible or collapse, or something.
So far it has been mostly bluffing to get compliance in the US. Even during the initial lock down, a lot of people 100% refused to comply here and nothing happened. I think that is why there so much "peck hesitancy" - and even mainstream they never complied and literally see no reason for the peck, nothing it salves.
The pain points so far are pretty mild by historical standards. Threat of job loss, but many I know where able to get religious exemptions because murdering babies to make magical potions is evil.

I assume that in a matter of months the damage the pecks are doing will be so obvious that mandates will become unenforceable and will collapse -- but I could well be wrong about that, given modern people's extraordinary ability not to notice the obvious.
My intuition concours. I believe we are playing a "waiting game" with regard to the mass peck program.
I guess it's like the birdemic itself. People feared getting it, so some genuinely wanted the peck which is, apparently, useless towards that goal. Now they continue to live in fear (I've read the discussions) waiting and demanding to be pecked again, beak on, afraid to leave home. Same with these other threats. Australia still sounds like a giant prison even for the pecked. Maybe an economic collapse will make the job protection pointless, or the long-term health effects from being pecked make you unable to work, etc.
